7. Rural Districts Transformation and Service Centres

The creation of District Development Authorities in 2014 makes Districts unique territories and provides a new paradigm opportunity for partnerships for revitalizing district service delivery, self-reliance and the transformation of our rural District for growth and economic development. We focus on rural districts because 85% of our people live there.

PFP will develop Districts as service centres and economic growth hubs, enabling people to access services and do business in their own Districts. We will make Districts attractive to attract quality public servants, as well as private sector investors, create rural employment and reduce urban migration.

We will:

  1. Build Level 4 Hospitals in every District;
  2. Build District Education Excellence System and institutions for skills development;
  3. Implement our District Towns Improvement Program, starting with the less well-off rural Districts;
  4. Strengthen the capacity of District Development Authorities and local-level governments;
  5. Empower Districts with enablers like quality infrastructures and partnerships for economic growth through agriculture;
  6. Strengthen Law & Justice for safe and secure Districts.
